You can only capture Abra if you put it to sleep, but Blaze, Ivan and the capital of Belgium doesn’t have moves which put pokemon to sleep. Because Abra will teleport away after you did a move.
You can be very lucky to throw a ball on it with full heatlh but it’s very hard.
Why did you called bellsprout BRUSSELS? That’s the capital of Belgium XD

When i was in that area my pokemon where pretty strong too. My charmander (Named:Michael) was in that Area lv 25 and My nidorina ( Named:Jackie) was lv 23
